Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine calls on the high-ranking authorities to start the dialogue and return the country into the legal framework.
"It is necessary to return the country into the legal framework, constitutional framework and organize our further life basing it on the Constitution norms and Laws of Ukraine, - V. Lytvyn declared on Tuesday, opening the sixth session of the Verkhovna Rada of Ukraine of the sixth convocation. We need to forsake plots, agreements and quotes, as plots, agreements and quotes are the way to the final destruction of the country."
The Head of the Parliament emphasized the necessity "to form the national legal field as an integral system."
Among the urgent tasks of the only legislative body, the Head of the Parliament named "the legislative reformation of the juridical power" and elaboration of "the unanimous approaches concerning the juridical system, judges status and issues solving concerning the appointing on the administrative office in the courts."
The special attention according to V. Lytvyn should be paid to the relations correction between the Parliament and the Constitutional Court. V. Lytvyn emphasized that the Constitutional Court "is not supposed to be transformed into the political body."
The Chairman also insists on the immediate scrutiny of the State Budget 2010 bill.
CV. Lytvyn addressed the profile parliamentary committees with the appeal to define the issues register that are supposed to be adopted for the completion of the obligations before the European Council in order to rise the question of Ukraine transference into the post monitoring period.
The Chairman of the Verkhovna Rada of Ukraine declared that the present complicated political and social-economic situation, when the country "suffers the decline on the stage of its state formation", "the critical mass of the people´s dissatisfaction accumulates and Ukraine becomes more and more isolated from the world and the world digresses from the dialogue with our state concerning all the essential spheres of our life."
The Chairman of the Verkhovna Rada of Ukraine called the Deputies to "reanimation of the highest representative people´s body", "honesty and solidarity in the interests of the state and the people", to the constructive work. "I guarantee that there will not be a pre-termed the Verkhovna Rada of Ukraine elections if we come to reason and start working", - V. Lytvyn briefed.
